Many Warm Safflinas can be found near the Great Fairy Fountain under the Gerudo Great Skeleton. Meals made in a Cooking Pot using a Warm Safflina will give Link Cold Resistance when eaten.[1] They can also be used at the Kochi Dye Shop to make Orange Dye.
